how to host php project file

Hi. ask again. I'm still confusing about how to host my php project file in 1panel. do I need to create website first in website menu? or just upload my file to htdoc folder?

1. Create the target version of the PHP runtime environment.
2. Create a new website and select the PHP runtime environment you just created.
3. Go to the website settings page, select Directory, and open the Root directory — this is the root path of the website.
