Add support for "yotta install-shrinkwrap" #733

Description
The idea is that yotta should be able to download and install everything listed in a shrinkwrap file when the only input is the shrinkwrap file itself:
$ yotta install-shrinkwrap mbedos-example-blinky-shrinkwrap.json
