handle OI fees and forking

I think this is the ideal structure:

1. fork happens
2. parent universes fees go to 0
3. child universes fees are set as the same as parents fees are
4. vaults that end up migrating get the full fees
5. auction is held for oi debt only, in the auction you buy the locked rep+security bond debt, you dont get the fees for these vaults until auction is over
6. OI holders now get a redund from not paying to OI fees belonging to attacker
