It seems like its randomly not generating certain examples

Warning gets logged by tsp autorest emitter

warning @azure-tools/typespec-autorest/example-loading: Skipping example loading from /mnt/vss/_work/1/s/packages/extensions/openapi-to-typespec/test/arm-test/tsp-output/examples/2023-10-12 because there was an error reading the directory.

it always a different spec and every run has between 1-2 failures
