Add Python documentation to Autosubmit.load_job_list

@naiaraAM & @LuiggiTenorioK had to use this function in the new stats code. They had an issue and found out that they needed to specify new = True. I believe @LuiggiTenorioK learned that from reading the code, but ideally that function should contain basic info either in the pydoc body or in an param description..
