How to reenable account registration?

I follow with the default @css:config/file.json all the registration steps on the Pod setup page

• Enable account registration.
  You can disable account registration by changing the configuration.
• Sign me up for an account.
  Any existing root Pod will be disabled.

When I create a new Pod in its own namespace the possibility to add new accounts is blocked: the /setup page gives an Access not allowed.

What is the correct configuration setup/procedure to keep adding new accounts?

/setup is only there for a first time setup after which it disables itself. Other users can register accounts through /idp/register/.
