"Alerts & Events" page minor improvement requests

What?

On the "Alerts & Events" page:

1. There should be a simple "search"/"refresh" button (as was present in 6.1.x and earlier-- see image below) that triggers a single reload of alert+event data.
   
2. The histogram (introduced via Adding alerts & events histogram to alerts page. #21811) shouldn't have a "pop in" effect, where content gets pushed down after the histogram data loads and gets rendered.

Why?

1. There are various ways to trigger a reload of alert+event data on the page, but sometimes I just want to press a button and have the desired data reload.
2. Depending upon how fast the histogram data loads and gets rendered, the table getting pushed down may or may not be jarring.
