Pin Python version to 3.12

After a chat with @Cheukting we realised beginners are at time confused by installing the correct Python Version and dependencies to run the notebooks. It would be great if we could pin the Python version for each notebook to 3.12 and adjust the dependencies versions accordingly so students can just install a requirements file instead of manually fixing versions.

Notebooks that need their Python and dependency versions pinning

• 1. Beginning with Python.ipynb
• 2. First steps with Pandas.ipynb
• 3.1 Visualization with Matplotlib.ipynb
• 3.2 Visualization with Seaborn.ipynb
• 4. More Python basics.ipynb
• 5. More Pandas.ipynb

At this point we should target 3.13 to make the local install work longer.
This is urgent for Windows, where 3.10 no longer has an official binary, so we'd start people with an unsecure Python.

For Python3.13 the provided requirements.txt file fails on Windows because of the pinned Pandas.

For Windows 10, Python 3.13 these requirements work and install

jupyterlab==4.4.6
notebook==7.4.5
pandas==2.3.2
numpy==2.3.2
matplotlib==3.10.6
seaborn==0.13.2

There's only one warning.

3.2 Visualization with Seaborn.ipynb
has a security warning on

@mborus thanks for reporting this. I had completely forgotten about the version update.
Question: when you say 3.15 above you do mean 3.13, right?

Also, are you able to test the update any OS other than Windows?

Yes, 3.13 (it was too late yesterday)

I have access to Ubuntu, MacOS and Windows10/11 now, so I can test if the requirements work on all three.
