What do we mean by ontology? (I'm assuming we don't mean a bunch of OWL!) I don't think that this is a blocker for an Image and Presentation 3.0 release.

Ontology as in RDFS, yes. So that folks using RDF stacks have a baseline.
We have ontology files for v2, so it's just a matter of editing them. Not hard, just not interesting :)

Agree this isn't a blocker. Maybe shouldn't be directly in the milestone?

OK, RDFS as https://iiif.io/api/presentation/2/ontology.xml and https://iiif.io/api/image/2/ontology.xml seems reasonable. But I'd remove from milestone.

Currently the v2 image and presi namespace URIs (http://iiif.io/api/image/2, http://iiif.io/api/presentation/2) do correctly redirect to the ontology files. The v3 namespace URIs (http://iiif.io/api/image/3, http://iiif.io/api/presentation/3) redirect to the specs (next best thing until we have ontology files).
