Automation of LIGHT for E3SM

But basically, one just needs to alter the config.sh file and run generate_e3sm_case.sh. It'll manage every step of the E3SM/MPAS case setup and launch the run. This is built mainly to manage all of the minute steps of getting LIGHT to run properly (and is especially useful if you're running a bunch of simulations for scaling tests). The python files alter all of the streams files, etc. to set up proper supercycling, sensor modes, particle initialization, I/O, and of course base settings for MPAS.

This is currently only tested/written for grizzly/wolf.

E.g., certain hacky bits that I've needed to use for MPAS on IC:

./create_newcase -s --case ../../${casename} --compset GMPAS-OECO-ODMS-IAF --res ${res} \
        --mach ${mach} --compiler gnu --mpilib openmpi --project ${pcode} \
--input-dir ${input_dir}

Also, since LIGHT isn't fully meshed with an E3SM release, this repo directly modifies Registry_lagrangian_particle_tracking.xml to turn on/off sensors and so on.

I'm happy to work with folks on making this compatible with other machines if there's interest.

@mark-petersen, this raises an important point. We need to modify E3SM in order to have default options or new namelist options for LIGHT following new developments (e.g., incorporate new options for particle BGC sensors).

@mark-petersen, is this an appropriate issue to open?
