Update and standardize README and its l10n copies

The Chinese translated version of the README is well out of date, last updated 2 years ago.
The current English README needs to be translated to replace this old one, or to be removed.

Could you change the title to something more generic? Something like "Update and standardize README and its l10n copies". Seems like every translation have different formats/version. @sillysam

All updates and translations of the README are extremely accepted, however I only speak two languages, and none of them are chinese lol.
