Track status of remaining Data-Dumper tickets in RT

With the merge of #18832 we have shifted Data-Dumper's bug queue from upstream to Perl5.git. However, we still have 26 tickets still open in that queue. Some of these are, IMO, immediately closable. I recommend we close them before migrating the remaining tickets to this Issue queue.

@nwc10, would you be able to look at the list of "Closable or Rejectable" Data-Dumper tickets in RT above?

We're starting to get GH issues for bugs previously reported in RT. I'm willing to do the work of creating new GH issues for the non-closable tickets in RT, but would like to reduce the number of open tickets first.
