UI Enhancement: Data Structures Mgmt

We need to be able to:

• Create a Data Structure (platform_config_datastructures)
• Associate the appropriate data attributes to defined data structures (platform_config_datastructures_dtl)

The Persistence of the data elements will be API enhancements.
