Resource Gallery needs descriptive text

I know the resource gallery has been less our priority for some time now, but users who stumble their way there could benefit from a brief text introduction to these resources (and perhaps a disclaimer about heading to "non-Pythia" websites and content.)

This is something we provide for our other top-level pages.
