Footers missing

I think this is "known" among the infrastructure team, but there doesn't seem to be an open issue for tracking it, so here it is!

The newly Mystified portal site (along with all our other sites) currently do not display any footer.

The footer is defined in the upstream shared config document and should be displayed identically on all our sites that extend that config. But it's not yet working.

#531 makes the footer visible on the portal site (only).

This raises a different question: what do we actually want to have in the footer, and should it be identical across every site and cookbook?
