Tears for Tarnor's boxes generate 0-charge Combat Flares

There are two ways to fix this:

• Fix Combat Flares to have charges.
• Remove Combat Flares from the list of spawnable items

Which one do you think is better?

Both of the fixes require editing tft_random_lootbox_script.nut which is responsible for the spawn of the items.

Flares can add some light to 2nd mission (the rest are well-lit as is), immobilize 3rd mission's Shieldbug(s) near the beginning, and assist against Buzzers (including the final hold-out). While less useful than boxes' other options (ammo and medkits), I'd personally not optimize the fun out and vote for at least 6-8 charges, so if picked up from the boxes near map's last free universal ammo, I can use 1 for each of 2 upcoming Buzzer attacks, 1 for south-east beep-beep horde, and later have decent flare uptime during final defense.
