South German integration doesn't work on Austria or Switzerland

The decision to integrate South Germany under Lower German culture seems to be completely ineffective on Switzerland and Austria in the event you've gone for a greater Germany run. It gives all Austrian and Swiss provinces the correct integration modifier, but while most of South Germany is assimilated within a year, Austria and Switzerland are usually only about 3% Lower German by the time the modifier expires.

Ok I found the issue. It's because Austria keeps it's cores while all other German states have their cores deleted upon joining Germany, same goes for Switzerland.

The German integration decision has a lot of issues tbh,
-it interacts weirdly with cores
-it can trigger the craftsmen and bureaucrat bugs
-it temporarily destroys troops and crashes the economy because of pop changes
Have you ever considered just straight up changing all South German pops to North German pops instantly? It's a crude solution but it provides basically the same effect as the current decision while being way less buggy.
