BUG: 404 returned when accessing some links in slsa_provenance.json

As per discussions with the SME and architect, we decided to:

• Replace the current template URI (which points to Sonatype) with the standard Maven Central URI template.
• Ensure submodule dependencies do not have a separate entry in resolvedDependencies.

Basic Solution:

Also, while testing this solution, I noticed that when two or more submodules depend on a common artifact, it causes duplication in the provenance file (under resolvedDependencies). If you think this duplication should also be removed, please ignore the above PRs and review the two below instead.
