Create wildfire-weather dataset for TFT

The goal of this ticket is to create one big dataframe with a record of every day between 2013 and 2022 containing the weather and wildfire data

three biggest variables to consider 
* time (day) 
* location (longitude-latitude coordinates) 
* wildfire (hectares burned)
* weather features
