[Candidate_parameter/Configuration] Add configuration to add consent to DB on front-end #5070

Normalization of consent has recently been merged and with it a move of configurations from config.xml to the Configurations module.

At the moment, users will need to call an INSERT INTO statement in mySQL to add new consents to the consent table. We should configure this to be done on the front-use for better UX.
