[Conflict Resolver] Have flags matched for conflict resolver

We need to ensure that flags (i.e. validity, admin) are compared for the conflict resolver.

@johnsaigle From the exhaustive description, I would guess that the issue relates to php/libraries/ConflictDetector.class.inc
I think that instruments flags should be compared between the standard and DDE instances and add a conflict when a discrepancy is detected.
