Remove "Welcome" page from statistics module #6184

Remove the "General Description" tab from statistics and display another tab when the module loads.
Additional context
The statistics module is organized into 4 separate tabs. The first is a sort of landing page giving an overview of the other 3 tabs.
This is unusual for LORIS - other Menu Filters simply display the results without an introduction.
The landing page tab and the help text both contain an introduction to the module and explanations of the other tabs in the module. It makes more sense to update and maintain the help text like we do with other modules.
