[Imaging Browser] Add phantom imaging data

Phantom data should be added to the data set.

Additional context
When testing for the 23.0 release, I followed the Imaging Browser test plan. This module has permissions that restrict a user's access to imaging data based on whether it is phantom data via the imaging_browser_phantom_allsite and imaging_browser_phantom_ownsite permissions.

When giving a user only these permissions, the imaging browser shows no results even when a user is associated with every site.

because of this, these permissions are not easily testable.
