[user_accounts] Hard to tell if user account creation was successful

After creating a new user account, the edit user page was loaded for the new account. There was no message indicating if the creation was successful or not, so since the new account and edit accounts page looks almost identical it was a mystery if the account was created or if there was an error until after trying to log in with the new account. (It was successful.)
