Add user notifications for imaging upload via ‘My Preferences’ #7448

Add project user (not dev) notifications for imaging upload i.e. users can opt in from ‘My Preferences’ like Media module and Doc Repo
at the moment, devs uploading images using the backend scripts can be notified to whichever email is set as the MRI pipeline email. QPN has a need to auto-notify users of image uploads, but they don't need to be sent all notifications from the imaging pipeline i.e. errors.
it would be useful to have, regardless of the upload method, a notification for every new upload to a user that has opted in via 'My Preferences', similarly to how notifications for Media and Doc repo modules work.
