[create_timepoint] more explicit messages #9776

Describe the bug
Step 12. from the test plan.
Need a more explicit message when a timepoint already exists.
Currently, the message is This visit label is not unique. which is true but not explicit for the end user.
What did you expect to happen?
A more explicit message: A timepoint with these conditions ({PARTICIPANT}, {PROJECT}, {COHORT}, {VISIT}) already exists.
