[issue_tracker] Missing patch for schema change on issues_history

Describe the bug
This PR #8875 does not seem to have an SQL patch to go with the SQL schema change causing a bug on projects using the issue tracker on 26.

The issues_history table is missing an enu option that causes a failure.

1. Go to '...'
2. Click on '....'
3. Scroll down to '....'
4. See error
