When triggered from an issue, Claude should create a branch for the issue and reuse it on subsequent tags on that same issue

Right now we delete the branch if Claude doesn't create a PR link. Instead we should keep it around and the next tag should reuse that branch if it's present. Claude should be aware of this (that it's reinvoked on the same branch as before). This way people can ask Claude to add more to the branch before creating a PR. @claude

Implementation Summary:

1. Modified branch.ts: Added logic to check for existing Claude branches for issues before creating new ones
2. Modified update-comment-link.ts: Skip branch deletion for issue branches
3. Updated prompt generation: Added context to inform Claude when it's reusing an existing branch
4. Added tracking: Set IS_REUSED_BRANCH output to track branch reuse

How it works:

• When Claude is triggered on an issue, it now checks for existing branches with pattern claude/issue-{number}-*
• If found, it reuses that branch instead of creating a new one
• Issue branches are no longer automatically deleted when they have no commits
• Claude is aware when it's reusing a branch and displays this information in logs
