Bug

• The lint check seems to have a bug. It flags the following as correct:

PrimExpr out_range = Or(x<lower, x> upper);

However, the correct forms would be either:

PrimExpr out_range = Or(x < lower, x > upper);

or

PrimExpr out_range = Or(x<lower, x>upper);
