Dependabot?

I think we need to implement Dependabot to help us recognize versioning issues (astrodbkit, astrodb_utils, sqlalchemy, etc).

Can dependabot also help us keep actions up-to-date?

Dependabot is running on AstrodbKit, though we may need to review it's settings.

The recent issue with sqlalchemy would not have triggered a dependabot alert since the issue only showed up in pytest.
We now have a scheduled test at 4pm every day to install and run astrodbkit's pytest to catch this earlier.
