Reference to [URI] is missing

In section *4.2.  Assertion Record Definition*, `URI` is imported from `[URI]`.

`[URI]` is in the current version however not included in the section *10.  Normative References*. Note that the reference was included in the earlier version 1 (https://datatracker.ietf.org/doc/html/draft-blank-ietf-bimi-01#ref-URI).
