ABI Stability statement #1213

Describe the issue
7bc6588 has removed the caveat of " Our ABI is not yet stable" that was present in CMakeLists.txt, which is fantastic from a Linux distribution perspective if that is indeed the case.
Is there (or can there be) a statement about the SONAME being bumped as appropriate for any ABI change?
