Controlling NPCs of Halaa

Hello everyone!

I would like to understand where and how the NPCs of Halaa are determined, specifically regarding which characters should spawn upon a change in the controlling faction.

I'm using Keira3 to figure it out, but i can't see any specific flags that seem to be related to that, so maybe it's hardcoded?

Any help is appreciated!
