Max players per realm?

I've been trying to find a setting, a database field, or a limit in the code for the max characters per account per realm and haven't been successful. It looks like I can have only 9 and I'd like to increase this. Does anyone know how to do this, not sure what I'm overlooking but it has to be something.

Yikes, I realized my question is not specific enough, I have edited it. I mean max characters per account per realm.

The client won't show more than the max limit without editing / patching it.

Understood - thanks for the info. Did not realize this was a client-side limitation.
