Current Behaviour
The first pack of Infinite mobs (after the 2nd boss) spawns without full HP. Citizens transform into mobs with 1 HP and their health increases but never reaches 100%.
Expected Blizzlike Behaviour
Mobs should spawn already at max hp.

Steps to reproduce the problem
- Get into Culling of Stratholme
- Kill 2nd boss (Salramm the Fleshcrafter)
- Talk to Arthas
- Wach Citizens/mobs hp bars
