Paladin missing innate threat reduction on healing

Expected Behaviour

Paladin should have innate threat reduction on healing by 0.5 on top of the normal threat generated from healing (0.5) (0.5*0.5 = 0.25)

• At 3:24, the paladin end the fight against Patchwerk with 773k healing and only generating 209k threat (~27%) , extra threat from dealing damage with judgement.

Wotlk Classic

• At 28:13, the holy paladin end the fight Patchwerk with 652k healing and only generating 182k threat (~27.9%) , extra threat comes from dealing damage with judgement and auto attack

Steps to reproduce the problem

1. create a paladin .level 79
2. give yourself a lot of health and deal some damage to yourself
   .mod hp 1000000
   .damage 500000
3. engage in combat with any mob
4. start healing yourself with any healing ability (ex 48785 or 48782) (can use .cheat power & .cheat casttime for faster healing)
5. check the amount threat you are generating from each effective healing
