[DK Starting Chain] Horde quest: Warchief's Blessing: Orgrimmar citizens are idle

Current Behaviour

When you are to do your last quest for Death Knights' quest chain as a Horde and you are to go to Thrall, on your way no citizen nor guard does anything.

Expected Behaviour

Citizers of Orgrimmar are supposed to say several different lines and throw apples, for example.

These are the possible quotes from the citizers and guards:

• How dare you set foot in our city!
• My family was wiped out by the scourge! MONSTER!
• GET A ROPE!
• Traitorous dog!
• Monster!

They are also supposed to throw rotten apples, rotten bananas on you as well as spit on you.

Steps to reproduce the problem

1. Progress DK starting chain until quest Warchief's Blessing as horde (id: 13189)
2. Run through Orgrimmar and observe no one says / throws anything at you.

Extra Notes

I assume it's the same behaviour for the Alliance equivalent of the quest
