Upgrade (devcontainer) to ros jazzy

Summary

As part of upcoming uprade process to ros jazzy and ubuntu 24.04 https://github.com/bit-bots/ansible/issues/19, we should check if our software correctly runs (including usage of webots) with the uprades.
As the devcontainer needs to be upraded anyway, this is a good chance to test it out.

Describe the solution you'd like

• adjust devcontainer to use ros-jazzy-* and Ubuntu 24.04
• check requirements.txt issues and uprades
• test our software
• test with webots
• update documentation
