Organizers should have the option to include or exclude canceled submissions in the total submission count.

This issue is mainly due to issue #2030, and I think that until the issue is resolved, this should definitely be an option.

This could be a good solution to make count_cancelled_submissions_in_quota a phase property.

To do this, you need to update the following:

1. this new field has to be added to the Phsae Model
2. PhaseDetailSerializer serializer has to be updated for the quota calculation
3. can_user_make_submissions api has to be updated
4. Additional tests has to be added to test this addition
5. src/static/riot/competitions/editor/_phases.tag has to be updated to add the new property to the UI
6. Check that competition save api saves this field properly
7. Update the bundle unpackers (v1 and v2) src/apps/competitions/unpackers to read and save this feature
8. Update the documentation for this feature
