Fix Margins in Mobile View of Browse Pages

Problem

The Mobile View of the "Browse Bills" page has a small styling issue that we should fix for a better user experience. On both the "Browse Bills" and "Browse Testimony" pages, we still reserve a significant margin of empty space for the left-hand search sidebar on the mobile view - even though we don't display the search sidebar at that screen size. We should remove this extra margin so the search results can take up the full screen real estate.

When I try to install the dependencies using 'yarn install'. I got this error 'Error: https://registry.yarnpkg.com/date-fns/-/date-fns-2.30.0.tgz: ESOCKETTIMEDOUT'.
I don't know why.

Looks like a timeout error - I haven't seen that on this project yet, but one potential workaround is just to increase the yarn network-timeout - either by installing with yarn install --network-timeout 300000 or by setting the default network-timeout with yarn config set network-timeout 300000.
