KafkaError error strings are unicode on Windows when language is non-english

Which messes up KafkaError__str__, assuming it has an ascii7 string.

Just want to confirm that what I'm seeing is consistent with this issue:

>>> error_description = error.str()
UnicodeDecodeError: 'utf-8' codec can't decode byte 0xe5 in position 77: invalid continuation byte

where error is a KafkaError. I'm seeing this on a Swedish Windows system.
If not, I'll try to do some more investigation. Unfortunately, this is on a customer machine that I don't have access to, so I'd need to repro it locally first.
