Startup slowed by the fact we have to clear utf8_heavy.pl %Cache before compile

This de-optimization had to be added in 4993d9b

Ideally we would compile the cache in and then not have to load the file at run time. Unfortunately this isn't working ATM

If this patch is removed, then the following issue returns. #64
