Use `IsTerminalTrait` When 1.66.0 is Widely Used

With the 1.66.0 release, an IsTerminal trait will be added, so we can remove either the atty or is-terminal dependencies. This is especially useful due to rustsec/advisory-db#1457, so this also has advantages on top of reducing compile times.
