Nav bar scrolling to incorrect location on page

Occasionally, when using the nav bar to "jump to" a location on a resource page, the page instead scrolls to a different header above or below the section - part of the way React processes this and loads the page

If we want to look into this, spend no more than an hour, then leave alone
