VMR tools (CreateBaselineUpdatePR, BinaryToolKit, BuildComparer) should create binlogs

It's hard to diagnose CI issues when those tools runs in an msbuild environment that doesn't produce a binlog.

Creating a binlog for the binary toolkit was done in dotnet/dotnet#912.
