More target options for Praise Announcement

User story

Praise admins don't have a way of contacting just unactivated users, or receivers and quantifiers from closed periods.

Main success scenario

• Praise Admins should be able to use the /announce command with a new options - "All unactivated users"
• "All assigned quantifiers" and "All period praise receivers" should also show closed periods (on request) - the selectMenu shown when choosing one of these options should have an option for "Other closed periods, clicking which will give a separate list that consists of closed periods"
