The reviewvotes table is showing lots of votes with exactly the same date and time

As far as I know, the latest database dump was months ago, but when I look at the reviewvotes table, there are tons of rows with exactly the same timestamp--same date, same minute. They are dated February 16, 2025 (tomorrow).

This came up when testing #1284

When I try to display the review votes from the past N days, it seems like it's trying to display every review vote in the entire reviewvotes table.
