Lack of Support for Intel GTPin Tool on Intel MTL Chromebook

Missing support for Intel GTPin tool on Intel MTL Chromebook. The Vulkan driver does not integrate with GTPin which is preventing Intel VTune and Intel GTPin from analyzing workloads on ChromeOS.
