use ANTLR to parse the openQASM files

OpenQASM 3.0 uses ANTLR for it's grammar. It will be useful to use the ANTLR package in Python

antlr generates a lexer and a parser given grammar definition like in openqasm repo. One would have to go ahead define the interpreter or manipulate the generated to convert regular gates to a target gate set. Possibly done with a rule subset only for gate nodes on the AST. gateStatement in the parsed tree is what to look out for.
