It is not possible to execute marshalling tests with maven target "test".
It is a regression because with marshalling version 2.0.2.Final the maven target works well

The problem seems to be that inter-module dependencies are using a filesystem class path instead of the installed JARs in this case; since the file system doesn't know about MR JAR overlays, it's not getting the entire dependency. In addition, it appears to be using only the last compile output directory (i.e. the java 9 layer).
